The Oregon Health Authority (OHA) is the organization at the
forefront of lowering and containing costs, improving quality and
increasing access to health care in order to improve the lifelong health
of Oregonians. OHA is overseen by the nine-member citizen Oregon Health
Policy Board working towards comprehensive health and health care reform
in our state.

OHA includes most of the state's health care programs, including Public
Health, the Oregon Health Plan, Healthy Kids, employee benefits and
public-private partnerships. This gives the state greater purchasing and
market power to begin tackling the issues of costs, quality, and access
to care.
The person in this position will have the opportunity to serve in a
critical role in an agency at the center of historic health care reform
and transformation in Oregon. The Human Resources Director works with
the executive leadership of OHA to establish a vision and services to
promote a stable and qualified workforce that supports the efficient and
effective execution of OHA's mission. The person in this position leads
and manages the agency's human resources team. The person in this
position participates in the development of agency policy, participates
in negotiations, and makes decisions affecting the agency's direction,
long- and short-term goals and objectives.

The OHA HR Director collaborates with OHA Director, Chief Operating
Officer and other executive leaders providing coaching and support
on HR related issues. Serve as an active member of the OHA Cabinet
leadership team. Ensure that advice and support is provided to executive
leadership in order to facilitate the implementation of OHA business
strategies. Assist executive leadership in the elaboration and
implementation of organizational change. Design and implement the
HR planning process and workforce planning approach for the agency.
Identify and implement development programs and training initiatives.
Encourage ongoing professional development by all HR staff.
Sponsor professional development activities organized by the dedicated
HR functional teams across both agencies.
Provides leadership and directs staff responsible for:
- Progressive workforce strategies;
- Employee and labor relations, employee coaching and mentoring, grievanceresolution and civil rights compliance;
- Recruitment and retention;
- Development and maintenance of human resources policy and procedures;
- Employee information management tracking and reporting; and
- Ensuring staff services are provided culturally competent.
Collaborates with the DHS HR Director to reinforce common cultural
attributes across both agencies when appropriate, establish connections
across their People Strategies, reinforce the joint roll out and use of
common People Programs, and develop a single HR Succession Plan for all
key HR positions in both agencies.
Collaborate with the Shared Services HR Director to ensure that shared
services are part of the workforce development and strategic
planning.
Provides input and oversight, with the shared services HR Director, in
the following areas:
- Safety, health, workers' compensation and wellness;
- Maintenance of
employee records;
- Criminal history checks and fitness determination for staff, partners
and providers;
- Employee training and development;
- Data analysis;
- Classification determination, review and revision.
Ensure that human resource policies, procedures and systems are aligned
to assist the agency in achieving its mission. Assure that OHA
human resources policies and procedures are consistent with state and
federal law and the Department of Administrative Services Administrative
Rules. Ensures staff services are provided culturally competent
and that diversity training is provided to ensure that DHS is sensitive
to a variety of cultural preferences and needs. Develops and administers
human resources policies and procedures for the Department and acts as
primary communication link between DHS and DAS Human Resource Services
Division (HRSD) and the Labor and Employment section of the Department
of Justice (DOJ). Provide direction, coaching and supervision to
subordinate section managers.
Direct labor relations activities of the agency, ensuring consistent
applications of collective bargaining agreements. Direct task
forces and groups of employees in work team, e.g., labor-management
groups, and special projects as initiated by the Chief Operating Officer
or the Director. Ensure adequate service levels of OHR by setting
priorities, directing allocation of funds, monitoring and projecting
expenditures, preparing and justifying budget requests. Provide
policy direction, advice, coaching and consultation to the OHA Director,
Chief Operating Officer and executive leadership. Work with agency
executives to achieve agency-wide consistency in application of
decisions made, policy implementation, service levels from OHR staff and
performance standards for the programs.
JOB REQUIREMENTS:
Six years of management experience related to human resources in a public or private organization which
included responsibility for each of the following:
a) development of program rules and policies
b) development of long- and short-range goals and plans
c) program evaluation and
d) budget preparation/management.
Preference may be given to candidates who have direct experience with health or human services.
