POSITION DESCRIPTION:
Houston Associates Inc. A Raytheon Company (HAI) specializes in the
engineering, operation, management and maintenance of mission-critical,
high-performance networks that support the communication of integrated
voice, data, video and imagery in a wide-area environment.

engineering and operations, net-centric enterprise services, health

This candidate is responsible for managing the Net-Centric Warfare
Programs (NCWP) group for HAI. This is a highly visible position with
profit/loss responsibility, delivering on time and within budget,
managing about 5-10 programs with a staff of about 65, and working with
clients and growing the NCWP organization. The candidate will manage
subcontractors, work with prime contractors and build excellent teaming
relationships. The position requires about 40% of the time managing the
programs, contractually, overseeing program managers, and ensuring
successful execution of programs and 60% of the time focused on growing
the NCWP organization and expanding its base. All programs will focus
on quality delivery with ISO9001 and CMMI processes. The candidate will
build the strategy for growth of the NCWP organization and work with the
senior management staff to ensure success. The candidate will provide
downward communication of top-level project decisions and upward
communication to the management team.
EDUCATION:
BA or BS preferred or equivalent experience, in Computer Science,
Information Systems, Engineering Management, or related discipline.
REQUIRED SKILLS:
- Minimum Experience: 10 years, with 5 years of experience managing
full life cycle development of medium to large-scale programs and 3 years leading a group of 50 or
more staff.
- Must have a proven track record of leadership, drive and initiative.
- Ability to work well with clients.
- Must have previous work experience in DoD envirnoments.
- Excellent written and verbal communication.
- Ability to work in Software development environments and strong
product delivery experience.
- Must have an active Security Clearance (Interim, Secret, TS, etc.)
DESIRED SKILLS:
- Understanding of Net-Centric initiatives and programs within DoD.
- Working with DoD operational systems spanning the globe.
- Understanding of DoD initiatives, especially in NetOps, and Command
and Control.
- Management of Software development projects.
- Work experience on a program or in an organization where CMMI (level 3
or above) and/or ISO standards were practiced.
