Summary
The Organic Recovery Unit Operations Manager manages the day-to-day
operations of a single remote site or small site with a single line of
business (e.g., Transfer Station). This position ensures success by
establishing and maintaining performance and productivity metrics and
cost management processes. The Organic Recovery Unit Operations
Manager resolves safety, service, and other operational problems with
the sales, service, and maintenance functions in order to maintain a
high level of customer satisfaction.
Duties
- Manages the day-to-day operations of site in compliance with
WM's Standard Operating Procedures.
- Provide daily supervision of employees including employee
scheduling (daily work hours, vacations, holidays) for the Organic
Recovery Unit; work closely with CWM Supervisors and Managers to
maximize efficiencies at site.
- Monitors Maintenance budget and operating metrics while
diagnosing and improving processes, procedures, and performance of the
Operation function.
- Provide hazard assessment, including identification of hazards
and corrective action plans. Investigate accidents and injuries;
maintain accident/injury files and interface with insurance provider and
human resources.
- Executes the Market's strategic capital budget, ensuring
effective use of the budget through asset allocation; ensures
appropriate spare ratios and asset disposal.
- Interact with sales and customer service personnel to provide
efficient, cost-effective service to our customers.
- Must have significant experience and insight into thermal
processing of hazardous waste.
- Must be available to work shifts, weekends or holidays.
- Will have limited purchasing authority.
- Develops, implements, and maintains processes, procedures, and
programs to improve safety, productivity, and profitability of the site.
- Assists in the prevention of accidents and injuries by
conducting regularly scheduled safety meetings.
- Understands and communicates to line-of-business employees the
Top Three Cause of accidents and injuries, working to reduce and prevent
incidents.
- Utilizes tools and resources effectively, including the
Operations and Safety Rules Book, Safety Contact Recognition Program,
Safe Driving Practices and New Hire Orientation.
- Ensures thorough root cause investigations for all injuries
and incidents, following-up with consistent discipline and retraining.
- Formulates both short-term and long-term goals and action
plans in conjunction with the Market Area General Manager, Director of
Operations, and/or Senior District Manager.
- If applicable, conducts scheduled Observation Behavior
Assessments (OBA's) to evaluate operating behaviors; ensures that the
OBA process is followed-up with constructive coaching and retraining
when deficiencies are observed.
- Participates in regular Profit and Loss (P&L) reviews to
ensure that budgets are met; develops and implements programs for
optimal equipment utilization, equipment maintenance, and labor and
material costs.
- Ensures site compliance with Service Machine procedures and
continues to work toward and/or maintain Gold Certification Standards.
- Establishes and maintains a clean, safe work environment in
compliance with Company/OSHA standards.
- Ensure the cleanliness and maintenance of physical property
through inspections and preventive maintenance programs with department
managers.
- Delivers verbal and written disciplinary action to employees
when necessary.
- Works with functional groups to resolve employee relations and
labor relations issues.
- Conducts performance reviews for employees using the PDS
process and other appropriate performance management tools.
- Recruits, selects, hires and ensures training of employees.
- Collaborates with Market Area, Group, and Corporate management
to implement and manage programs such as Service Machine and Mission to
Zero.
- Uses appropriate software applications to perform daily work,
including Kronos, PeopleSoft, AIMS, and SMART.
- Performs other duties as assigned.
Minimum Education/Experience Requirements
- Strong working experience implementing safety (OSHA) programs
and equipment specifications.
- Work experience preparing and managing budgets
- Work experience resolving human resource and labor relations
issues.
Preferred Qualifications
- A minimum of five (5) years experience in the waste, environmental services, or energy industry.
- Bachelor's Degree in Chemical or Environmental Engineering or Chemistry or related field of education.
- Minimum 5 years experience in the thermal treatment of hazardous waste. Supervisory/management experience required.
- Proficiency using computer applications to record, analyze, and report information.
