General Summary
The Seattle District Community Affairs Representative will have
responsibility for working with franchise cities and counties in order
to ensure successful contract relationship with our municipal customers,
as well as to grow our revenue through new municipal business
opportunities and by expanding profitable business into existing
communities. The Public Sector Representative is also expected to
support participate in strategic planning efforts for new business
development, including market place analysis, government relations and
community outreach and organization.
Essential Functions
- Develop and manage comprehensive marketplace plans for existing
business, which includes government and community affairs, media and
outreach, and business development components.
- Assist in the development and implementation of political strategies
for assigned franchise cities and prospective franchise cities.
- Ensure customer satisfaction through direct communication and
solicitation of feedback with elected officials, municipal staff and
community leaders.
- Maintain strong visibility in professional associations and key
community organizations. Join and become active in key associations in
the franchise city. i.e. Chamber, Rotary, etc.
- Maintain awareness of competition and industry trends. Stay abreast of
local issues pertaining to waste services and other major local issues.
- Meet on a recurring basis with city officials, city managers and key
staff members.
- Meet with City Staff at least once each month. Attend at least one
council meeting each quarter regardless if WM is on the agenda. Present
an informational item to the council at least once each quarter.
Establish and maintain a visible presence with key local officials in
our franchise cities.
- Develop a political contributions plan for elected officials
consistent with Company policies. Develop and manage a charitable
contributions program.
- Ride along with the supervisor (route manager or district manager) in
contract cities at least once a quarter; attend the majority of meetings
that are held with the WM and city staff.
- Communicate all concerns and information that you collect in the
marketplace to your manager.
- Partner with the Director of Public Sector Services to secure new
municipal contracts, either through negotiation or procurement.
- Identify emerging issues, problems, and trends in local government and
determine their relationship to Waste Management.
- Seek opportunities to foster support for WM initiatives, policies, and
programs.
- Work with local Waste Management team to identify and resolve issues
affecting local customers.
- Participate in the successful implementation of all new municipal
contracts, including (but not exclusive to) public education outreach
efforts, execution of successful new multi-family and commercial
recycling programs and roll-out of the City's new Binless Collection
Program).
Administrative Functions
- Comply with all company policies including procedures for making gifts
to public officials (staff and elected).
Attend Service Machine meetings at least once a quarter and communicate
with the Call Center on a regular basis to provide updates on Franchise
Cities price increases, holiday schedules, etc. Confirm that they have
the correct contract information in their database to respond to
customers accurately and effectively.
- Update and submit required reports in a timely manner.
- Maintain a thorough understanding of franchise contract(s) and take
responsibility for contract compliance and reporting.
- Use WM Contrax to ensure compliance with all contract provisions.
- Develop proposal strategy with manager and operations. Assist in
writing and developing creative responses to RFP's.
- Assist in developing and implementing educational material as outlined
in franchise city contract.
Additional Job Functions
- Continue professional development to become an industry resource to
our city staff.
- Develop programs that positively impact the environment and that are
viable to WM and attractive to our customers.
- Continue to increase knowledge of Sustainability issues and
environmental programs that WM offers.
- Learn about recycling programs that WM offers and how they impact our
diversion.
- Attend industry functions that your franchise city staff attend.
- Other special projects and tasks as assigned.
Education and Experience
- Required: Bachelor's Degree or equivalent experience, in Public
Affairs or similar area of study, and three to five years of previous
experience
- Preferred: Master's Degree or equivalent experience in Public Affairs
or similar area of study, and three to five years previous experience.
